澳大利亚华人总工会指导的澳洲快递巨头Couriers Please合同快递员行动进行中

澳大利亚华人总工会社区服务热线于2023年10月10日接到澳洲快递巨头Couriers Please（CP）一群合同快递员的集体投诉，根据他们的反映，CP管理层将会取消他们的保底收入（subsidy）并进一步提高他们每天的工作量，他们目前的工作量已经把他们压迫到每天中午都没有吃饭时间，每天要连续工作10个小时以上才可以完成资方规定的工作任务，之前有一位同事就是因为工作量超出身体承受的负荷，过劳死了，他们实在难以承受增加的工作负荷，因此，他们决定采取工业行动，并寻求澳大利亚华人总工会的帮助和指导。

澳大利亚华人总工会对此高度重视，连夜召开执委会讨论相关事宜并决定成立CP工业行动指导小组（指导小组）全程协调指导，并由澳大利亚华人总工会国际工运讲习所（讲习所）具体执行。

讲习所第一时间就组织所有合同快递员通过民主选举的方式推选出CP工业行动委员会作为本次工业行动的主体，并采用调查问卷形式收集了快递员们工作流程中的有关数据，发现该公司给与快递员的实际收入远远低于澳大利亚的法定最低工资水平，而且因为工作时间过长和工作性质的要求，不仅对他们的健康造成威胁，也引发了安全问题。指导小组协助CP工业行动委员会制定了有关工业行动的方针和步骤，三个步骤分别为：递交请愿书，与资方对话和谈判，罢工并诉诸国会和有关法律部门。

根据有关方针，2023年10月24日讲习所根据CP工业行动委员会的委托到CP公司在Rosehill的派送点向资方递交请愿书。这次集体请愿旨在希望资方保留他们的保底收入，合理的工作时间和工作安全保障，燃油补贴等，并与Couriers Please的管理层进行建设性的对话，希望能达成一项确保更好的工作条件、公平报酬，并确认他们在公司中的核心地位的解决方案。CP工业行动委员会将会根据事态的发展，逐步升级有关行动。

本次工业行动得到了包括澳大利亚华人总工会战略伙伴—托洛茨基平台以及其他左翼工运组织的支持，他们也派代表参加了递交请愿书的活动，并会持续不断地全程参与本次工业行动。指导小组还会继续寻求包括其他工会组织，社区组织，各级议会，以及工党各级组织等进步力量的支持，直到本次工业行动取得完全的胜利。

本次工业行动具有历史意义，是澳大利亚工运史上第一次由华人自发组织的工业行动，也是澳大利亚华人华侨史上第一次的集体工业行动，为广大华人维护工作权益树立了里程碑。

Contract Couriers at Couriers Please Launch Industrial Action Spearheaded by Australian Chinese Workers Association

On October 10, 2023, the Australian Chinese Workers Association Community Service Hotline received complaints from a group of contract couriers working for Couriers Please (CP), a major Australian delivery company. The couriers are upset because the management plans to cut their guaranteed income (subsidy) and increase their daily workload. They already work over 10 hours a day without a lunch break to complete their tasks, and a colleague had previously died from overwork. The increased workload is unbearable, so they've decided to take industrial action with the support and guidance of the Australian Chinese Workers Association.

The Association took this matter seriously, held an executive committee meeting overnight, and decided to set up a CP Industrial Action Guidance Group to coordinate and guide the action, with the specific execution carried out by the Workshop of the Australia Chinese Workers Association.

The Workshop organized all contract couriers to democratically elect a CP Industrial Action Committee, which would lead the action. They collected data through surveys to understand the couriers' work situation better, discovering that the couriers' actual income is much lower than the legal minimum wage in Australia. The long working hours and job nature also pose threats to their health and safety.

Following a planned approach, on October 24, 2023, the Workshop, on behalf of the CP Industrial Action Committee, submitted a petition at CP’s dispatch point in Rosehill. The petition aims to retain their guaranteed income, reasonable working hours, job safety, fuel subsidy, etc. They also seek constructive dialogue with CP management to achieve better working conditions, fair pay, and recognition of their essential role within the company. Depending on the situation, they plan to escalate their actions gradually.

This industrial action has received support from the Australian Chinese Workers Association's strategic partners, the Trotskyist Platform, and other left-wing labor organizations. They have sent representatives to participate in the petition submission event and will continuously be involved in this industrial action. The Guidance Group will also continue to seek support from other unions, community organizations, various levels of parliament, and Labor Party organizations until they achieve complete victory in this industrial action.

This industrial action is historically significant as it's the first industrial action organized by Chinese people in Australian labor history and the first collective industrial action in the history of Chinese in Australia, marking a milestone in defending the working rights and interests of the Chinese community.
